I have had pretty good luck in such cases by using a small screwdriver (NOT a phillips) that I 
could "drive" into what was left of the allen screw and then using a pair of pliers, work the 
allen screw out.

I suspect that my hammering the screw-driver into the allen screw also loosened it a bit.

I have not always had to put a drop or two of penetrating oil in the hole, but I don't think it can 
hurt.
