Bad lighting, most likely fluorescent. This was seen a lot in the
photo developing biz. Incandescent shed more of a yellow-orange haze.
Rolls of film left in a hot car would produce a magenta hue.
I've never seen a green Hammarlund panel, especially WWII or before,
though as Ken says - some of the runs appear to have a greenish tinge
to them under certain lighting conditions. I've got as buddy with a
SP-400 in wrinkle gray, including the panel. I'd always though they
were smooth gray like the HQ-129X but clearly not. His looks greenish
but his radio room has fluorescent tubes for lighting. Take it out
into the natural sunlight, it's gray.
