You may have grease or oil in the drive wheel V Dan.  Carefully clean it 
with denatured alcohol and clean the edge of the dial itself.  Being 
careful, as usual, not get anything on the scale.  I had the same 
problem and used Q tips saturated in alcohol to do the trick.

Next lubricate the cap shafts.
