The advice I've gotten is this:
First, assume that the line bypass caps you will buy are extremely
unlikely to fail shorted.
Second, assume that you have at least a polarized two wire line cord,
and preferably a three wire grounded line cord.
So, put an X cap from line to neutral, and a Y cap from neutral to
chassis. This way, if the cap across the line shorts, the fuse or
circuit breaker will blow. If the neutral to chassis one shorts (even
though it operates a a couple of volts max) you may never know about it.
