  While not relevant to our boatanchor repair purposes, slapping an X 
capacitor across the AC line is more complicated than it may seem, at 
least for OEMs who much meet new "green" power consumption requirements 
(such as EuP Lot 6 compliance).   One company has just introduced a 
solution - an Automatic X Capacitor Discharge IC:
