Two:

1) As someone else said here, pull and replace the 6C4 HF 
oscillator tube.

2) Check to make sure that the two-pin socket on the back 
of the receiver is shorted. That is the "mute" control, 
designed to be operated by the external contacts of an 
external coax switch.

There should be either a shorting plug in that socket, or a 
factory-installed shorting wire across those two connections 
under the chassis.
