Ed,

I just found a picture of the Bliley KV3.  I suggest you take it apart  
to see what can be done.  You *might* find a bit of dirt or smudge on  
the crystal which when removed would let it run right.  Also, you  
might be able to take off a bit of the plating (if that's the  
situation) or grind the crystal itself (if it's a mechanically mounted  
blank) and get it up in frequency.

You may be able to mount one of Bry Carlings wire mount crystal in  
place of the original one and epoxy the aluminum canister back onto  
the phenolic base.
