[Hammarlund] Hammarlund SP400SX Front panel restoration

Hi,
Do you guys/gals have any opinions on the best way to restore the front panel on my SP400SX? It has several large scratches in the paint and didn't clean up as well as I had hoped. I'm also curious about the paint used. It seems to be a wrinkle finish but it's not obvious to me if it is or not (especially compared to he power supply paint). Also, I can't tell if the engraving has paint in it like the SP 600's do. Any comments are appreciated.
