For some of us, the scope is a constant helper when troubleshooting.   
You can get a LOT of clues by looking at waveforms.  Set on DC with a  
X10 probe so as to not disturb the circuits, a malfunction can be  
quite obvious when you look at the signal.  Of course, B+ at 250 volts  
with more than moderate hum/noise on it IS a "signal".
