Bill, this sounds like it might be a classic scam.  He sends 
you the money order for $3500, you then write a check on 
your account to the shipping company which he identifies and 
which would be part of the scam, and then the money order 
bounces and you are out the radio and the check that you 
wrote.  

Just in case he is legitimate, you should talk to your 
friendly local banker about two payment methods that have 
worked for me:

1)  Find out how long the bank needs to hold the money order 
before they will guarantee the funds are good, and have the 
buyer agree to that waiting period, or

2)  Have him use an international wire transfer to your 
bank.  I have used these to Europe and although the fee is 
hefty - like $20 or $30 - the funds are good immediately.  
If he is legit he will agree to one of these.
