You may want to try to exercise the bolts (or nuts) where the meter
connections are made to see if oxidation has opened the circuit.
You might get lucky and restore continuity without opening the meter case.
This assumes the meter is similar to an open meter in an NCX-3 of mine.
(of course, if you have already opened the case and measured at the
hairsprings, I'd opt for a replacement.)
