When I was aligning an HQ170 a few years ago, I had a similar problem. In my
case, it turned out that one of the coils was shorted. Inside the can, the
enamal insulated wire from one of the terminals pressed against the turns and
the enamal failed. Just pulling the crossed wire off the other turn fixed the
problem.
