Again, if this on all bands then it could be a mechanical issue or
oscillator issue, look there with a counter if you have one, subtract the IF
or add it
To the dial reading, put the freq counter loosely coupled to the oscillator.
Check the linerality of it.

If it is only on some bands then I would suggest the mica cap on the band
specific osc board which fits on the turret tuner.

I have replaced a few micas which would show the same symthoms, so that is
how I would approach it.
