It's an o-scope, kind of  like a spectrum-analyzer, but it covers just a 
narrow (usually adjustable) bandwidth, 50 kHz. as an example. This 
passband is centered on the center of your receiver's IF.  When no 
signals are present it just displays a horizontal base-line.  If you are 
listening to a station, it  shows up as a blip on the  baseline, 
more-or-less in the center in the CRT.  Another signal, say 10 kHz. 
higher, might show as a blip half-way to the right (or left). 

The basic purpose is to visually monitor band activity- spot other 
stations up and down the band-  that you can't actually hear without 
tuning to them.  You can also find open freqs with no qrm.  At the risk 
of heresy, I think the most well-known panoramic adaptors were the 
Heathkit HO-13 "Ham-Scan", and it's replacement, the SB-620 
"Scanalyzer".  I'm sure you can find better explanations than mine by 
Googling those two models.
