         That is one of the differences between the 180/170 and the180A/170A.
The later radios (A version) have a fixed SSB position on that switch.  So 
it is a three position switch.
The 180/170 radios had no fixed BFO injection for  SSB so the CW and SSB 
positions were combined and
you tuned the BFO for the proper freq when listening to SSB.  That is also 
a very quick way to ID an A version
radio from its earlier predecessor when all that is available is a picture 
and the person selling or asking questions
doesn't know how to ID the thing.
