[Hammarlund] Oddball SP-600 panel

Sounds to me like one of the groups that took SP-600's to hotrod them for 
various purposes - Northern Radio, Dero and TMC to my knowledge made 
after-market diversity receivers. They may have punched their own panels. 
There should be some screw holes in rectangular array that would have held 
an ID plate in some otherwise blank portion of the panel. I believe TMC did 
put their circuitry in where the FCU used to be.
