I haven't looked to chec and see if the proper ones are available for the  
180 series, but Antique radio Supply has the NOS cans available for the SP-600  
and others.

I agree that it's >  90% sure the cap is bad. It never hurts to check 
things just to be sure  it's not something really weird.

Finding multi section filter caps is a  major pain anymore. It's nice 
that on an HQ-180 you have enough room to  sling them under the chassis 
without any problems. Given the price of  capacitors is still pretty 
reasonable you might even bump the voltage  ratings up a bit when you do 
the replacement. Bumping the capacitance is  also an option but it might 
move the voltages up a little in the  radio.
