[Hammarlund] HQ110 S-METER

I am having prblems with an HQ110 S-meter which will not deflect very much,
even on a strong signal, and it deflects downward instead of upward on
receipt of signal.  The AVC voltage tracks the signal fine, and the meter
circuit is wired correctly.

I have checked AVC voltage, tubes, voltages and resistances and everything
seems to be in the ballpark.  The receiver works well apart from this.

Anyone encountered this type of thing before?
