[Hammarlund] HQ-170A VHF VR tube??

Since the resistor change from 3K to 2K has to do with the addition of
the additional tubes in the 2 meter converter/6 meter preamp, are you
measuring the voltage with the VHF section turned on(volume control knob
pulled out). The regulated voltage feeds the 4 tubes in the "VHF" box?
