[Hammarlund] HQ 170 alignment

I have a HQ 170 that iam trying to align..The procedure in the manual doesn't seem to work For example for the 60khz IF alignment the procedure calls for connecting the VTVM to pin 7 of V13..The schematic shows this to be the grid of the BFO..Even with the VTVM connected to pin 2(correct pin i believe).The VTVM shows 0.0 voltage with the sig gen output of 60khz....The AVC is off as per instructions..Has anyone aligned the receiver?
