You might go looking for an URM25 or URM26 which are
similar to the Measurements 180 signal generators, a
TS-497 which is the military version of the
Measurements 80, an HP-606 or 608.  These vary in size
from fairly large in the case of the URM units to very
large in the case of the HP units.  However, all have
accurate attenuators (which are really a necessity to
properly align receivers).  None of these are
laboratory frequency standards, but have been the
"standard" signal generators from the 1950s until the
1970s.

If you use an inexpensive frequency counter (you can
find the counters often for less than $25) to set the
frequency of the generator, you will have a good start
on a test bench.  All of the generators that I have
referenced can often be obtained for $100 or less.

Although I have 3 service monitors (read expensive!),
I still have an old TS-497 that comes in handy at
times.  If I didn't have the service monitors, I would
still use the TS-497 for receiver alignments.

Don't fool around with the signal generators made by
Heath, Knight, Eico, etc.  They are not only not
stable, but do not have calibrated attenuators, have
signal leakage all over the place, etc.  Those
generators run from about $5 to $35 in price.  But, in
my opinion, are not worth the trouble!
