Hi Dave:

The laquer sticks I bought are about 5/8" in diameter, about six inches
long.  They're covered in hard wax that you cut off on one end.  As I
recall, they're available in white, black and red.

I picked up some at a paint specialty store.  You might also find them in
a well stocked hardware store.  These weren't blister packed on a hook,
but loose in a small display box similar to the way Lifesavers are sold 
in a candy store.  I must have walked by them two or three times before
resorting to asking the store guy.

After you cut the end, exposing the paint which is in a heavy paste form,
you rub it across the stamped lettering to fill it.  Wait a while, but
not too long and use a clean smooth rag to rub off the excess from the
surface of the panel.

I have used these on R-390 and SP-600 panels with success, though it took
some getting used to the first time.  However the panels were removed
with no obstructions.  It might be tougher to do on the TV-7, which I'm
sure you won't be disassembling for the purpose.  At minimum, remove the
knobs in the area that you are refilling so you'll have room to work --
particularly when wiping off the excess which seems to work best with a
rapid, light swiping motion.

Others report excellent results using acrylic paint available at art
supply stores, and some even use "Wite-Out".  If trying the latter, best
to check on what type of Wite-Out to use -- there are a number of them,
some with a solvent that might attack the paint on the panel.  Others are
water based, which is safer to use.  The technique is similar, though you
will be filling the stampings with a liquid paint using a small brush and
have to make sure it's fairly dry or the paint will wick out when you use
the cloth.
