     serial guardlock

       * remove serial guardlock from all functions called by
         an Fl::awake callback.  Fl::awake(...) should only be
         used to update the UI.

       * add table lookup for 72 filters/passband values
         CAT command binary coded decimal, 0 ... 255 values
         are obtained from table(s) both for encoding and
         decoding the pbt CAT string.

*Note: pbt tables change is only for the 7300 as of this posting.  Other 
Icom users should be able to test this PBT change by selecting the 
IC7300 from the transceiver list and setting the CI-V address to the 
appropriate value for the unit being tested.  Please report the results 
of any such testing.
