I could not select CW mode because the *01 *indicates data mode.

  <ELEMENT> <SYMBOL>CW</SYMBOL> <BYTES>03 *01* 03</BYTES> </ELEMENT>
  <ELEMENT> <SYMBOL>CW-R</SYMBOL> <BYTES>07* 01* 03</BYTES> </ELEMENT>

I changed this to

  <ELEMENT> <SYMBOL>CW</SYMBOL> <BYTES>03 *00* 03</BYTES> </ELEMENT>
  <ELEMENT> <SYMBOL>CW-R</SYMBOL> <BYTES>07 *00* 03</BYTES> </ELEMENT>
and everything is OK with the mode selection.
