[Ham-Mac] METAR data on internet

NOAA has capriciously changed the access URL for fetching METAR data 
from it's various sites.  It is now

http://tgftp.nws.noaa.gov/data/observations/metar/decoded/ (default for 
fldigi)

followed by the metar station designator .TXT in upper case.  For example:

http://tgftp.nws.noaa.gov/data/observations/metar/decoded/KHSV.TXT

for Huntsville, Alabama weather.  Entering the full URL on any browser 
should give something like:

HUNTSVILLE INTERNATIONAL  JONES FIELD, AL, United States (KHSV) 34-39N 086-47W 191M

This is the date that fldigi parses for the <WX:xxxx> and <WX> macro tags.  I am changing the code in fldigi
to allow the user to change the METAR url with the default as indicated above.

This will be included in the next release of fldigi (3.23.14).
