The new version 3.23.13 has a reported bug with an easy work-around.  
This will be corrected in the next release.

bug: Log entry fields will not populate based on previously logged call 
sign.

resolution: open the "Logbook / View" dialog at least once, and fields 
are correctly populated subsequent to the dialog being displayed.  It 
does not need to remain visible.
