[Ham-Mac] fldigi 3.23.00 bug reports

The following are reported issues with 3.23.00

  * IFKP image skew / slant correction controls - do not work correctly;
    cause identified and code fix in place
  * Start up times excessive and dependent on logbook.api contents;
    Windows OS may declare fldigi to be unresponsive.  - under
    investigation.
  * Possible audio device discovery failure on Windows; assert dialog
    displayed - suggest selecting "Ignore" button - under investigation

Please report any other issues.  Include details regarding the operating 
system and hardware / device drivers.
