3.23.05 is also a special update for Windows users.  fldigi uses the 
portaudio library for sound codec support.  The library code had to be 
modified to accommodate recent updates to the Windows OS and the way 
that RealTek sound devices responded to queries made by portaudio.  
Several users reported fldigi 3.23.04 startup failure with subsequent 
testing revealing the underlying cause.

3.23.05 has be exhaustively tested on a wide range of Windows platforms 
that have RealTek sound h/w installed.  No startup problems were 
observed on the test systems.  It is not known whether the startup 
symptom was associated with any other sound codecs, but the solution may 
be equally applicable.
