[Ham-Mac] Review of ARRL Trusted QSL (tqsl) version 1.14

Dale,

	Aether doesn't use the installed version of tqsl. That is, you don't need to install the ARRL's tqsl application at all in order to use Aether with LoTW. So, installing 1.14 won't break Aether's LoTW uploads.

	On the other hand, the ARRL made some changes to the LoTW website in the last week without warning. Some of these changes have caused problems for Aether (and other programs that integrate with LoTW, including tqsl itself!). At present, these issues are (at least mostly) resolved on their end.

	I will be integrating the new tqsl codebase into a future version of Aether, but as Aether has long had automatic LoTW uploads, it won't actually add any user-visible new features.
