It looks like you're missing a slash

WSJT-X stephenprior$ sudo cp hamlib.tar.gz


Should read sudo cp hamlib.tar.gz /


The error message you're getting after the sudo cp hamlib.tar.gz is telling
you that you are giving it a destination directory. Since the file isn't
being copied, when you pushd / and try the sudo tar command, the file isn't
there.

Make sure you're reading the directions exactly.  All of those slashes "/"
are there for a reason.
