In Mail.app (which I see Dick is using) start the reply then click the Reply All (or just Reply if you already tried to use Reply All) button in the message's window toolbar to add the sender to the To: line. Then delete the address(es) you do not desire.

Is my opinion that this list is correctly configured. Conversations that originate on this list should default to the list unless deliberate effort is taken to reply off-list.
