[Ham-Mac] 3.22.0BR WX Bug

The conversion from Fahrenheit to Celsius is missing in both 3.21.36 and 
3.22.0BR (alpha).  Correction in next release, pending any other bug 
(and not feature :>) )reports.

next release will also provide to weather macro tags:

<WX>
<WX:abcd> where abcd is the METAR ID string of the weather reporting 
station.

also allow both English and Metric units in the report.
