Version 3.21.20 - Maintenance release

   RSID limit fault
     * Set upper and lower bounds to RSID limited search

   DTMF debug
     * removed DTMF debug code from sound.cxx

This is an important bug fix to prevent a program crash under certain 
conditions of RsID, RsID detection range, and waterfall cursor 
positioning.  Many thanks to Stan, R90SN for reporting the problem.  To 
Jeff, KD0JLM, for confirming and to both of them for testing that 
3.21.20 does fix the fault.

Isn't it a great world!  An old code hack in Alabama works with users in 
Russia and Missouri, so that users in places like Australia, California, 
Texas and Cuba can enjoy our great hobby.
