Then you need to teach your trainers how to read your employer's own license agreements. "each ... that you own or control" is unambiguous. Also that one simply logs on to the App Store from another computer one "owns or controls" and clicks the INSTALL button and down comes another copy at no charge.
Oh, wait, "Work at an Apple store" doesn't necessarily mean you are one of the trained representatives.
