10.6 didn't include iPhoto either. iPhoto comes with your Mac, not the operating system. So if you have iPhoto, and you upgrade your Mac from 10.6 to Lion, you'll still have iPhoto. If you do a clean install of Lion itself, you won't get iPhoto, but you can always (re)install it from the disk that came with your Mac. The latest version of iPhoto is also available on the Mac App Store for $20 or so.

As for Lion, overall I like it. There have been some minor headaches associated with my work on Aether (and at my day job as a Mac programmer), but as a regular user I haven't had any problems with it.
