Isn't there a section below that that allows you to resubmit proof of
your license?

   If you no longer receive e-mail at the original e-mail address
   under hwhich you registered EchoLink (on 2-Mar-2003), you will
   need to provide proof of license in order to receive a password
   reminder. To proceed with this option, please click the button below.

   Submit Proof of License

That should send you an email message which outlines the steps you need
to follow to revalidate your callsign.
