Explain how you're keeping the *System* from using the "F" keys to implement Expose.

I have no problems with the "F" keys in Parallels, but you do have to make sure that Parallels/Windows is the "front" application when you use them.
Your complaint that it is random and doesn't discriminate is a sure indication that you aren't paying any attention to which application is in front when you're using your "F" keys.
