There is enough cpu power.. example... http://www.faberacoustical.com/products/iphone/signalscope/
but you would need to rig up something like a Tigertronics SignaLink  
device to isolate audio and trigger PTT to your rig.
So the software would have to come with some as not yet created audio  
cables and you would need that available first.

Doable? yes. Cool? very!  Practical? Not so much. You have a Signalink  
which is bigger than the phone (plus power to signalInk) to carry.  
Also you would have to turn off all the phone functions so you don't  
get interrupted during a QSO.

I am also willing to bet if you run signalscope for a few hours it  
will drain your iPhone battery pretty good.  X-Plane does. But no  
doubt it is very neat idea!!!
