It was a one-day only giveaway.  The "lameduck" was a reference to the 
outgoing US President.  They had promised the giveaway if certain conditions 
were met that appeared to be impossible before Bush leaves office.  Gas 
prices dropped to $2.51USD a gallon in their area, triggering the event.  See
