its just better, or cheaper to realize. ... and they didn´t care  
about the bandwith.
you get less failures with higher shift. We also use 850 Hz on vhf,  
because there is enough bandwith.

but, I do not know, which commission has set up the standard shifts  
(170, 425, 850)
