I've never seen this problem.
Currently, I'm running OS X 10.4.2 and Safari 2.0, and I'm looking at
the page http://www.arrl.org/members-only/ right now.
The first thing you should do is set up a second account on your
machine, log into it, and see if the problem goes away. If it does,
that suggests that there are one or more damaged files in the home
folder for your first account that Safari depends upon.
If Safari is broken in that new account also, then there are probably
one or more damaged or unreachable files in the Library folder shared
by all accounts on your machine. It could be a File Permissions
problem. If it is, launch Disk Utility and ask it to Repair
Permissions on the boot partition of your hard drive.
