This appears to be a perfect instance where open source is The Way To 
Go.  Given the probable size of the market, it's unlikely any single 
developer would be willing to take it on.  There might be an 
opportunity for a developer to springboard from the open source into a 
profitable venture by providing add-on benefits such as a pre-compiled 
version, a la Red Hat Linux.

I am not a programmer, and not (yet) a contester, but I would be 
willing to participate in such a project in any way that might be 
helpful (e.g. writing or editing the manual, since i am a professional 
writer and ex-journalist).
