You should not have to re-install OSX.  The problem is in your user  
files if you can create a new user and the problem goes away.  Let me  
confirm, you did trash the <com.apple.safari.plist> preferences in  
your user library?  Also check in the user library for internet plug- 
ins and see if there is anything there.

I'm trying to find a troubleshooting article that was really good,  
but for the life of me I cannot dig it up.  I'll keep looking.
