[Ham-Mac] Strange problem? PSK31` PTT

If it was working and no longer is, I would not suspect a wiring error first.

Does the SignalLink use a relay or an opto-isolator to control the
PTT line? I'd check the operation of whichever it is using, possibly
the component has failed. If the SignalLink came with a schematic, it
should be trivial to check it out. Even if it doesn't, it should not
be that difficult to figure out, looking in my RigBlaster there isn't
a lot of circuit there. Probably a rectifier to detect the audio
envelope, and a transistor driver for the relay or opto.
