Emulator is a strong word in this sense.  Mac OS 9 is still native
PowerPC code running on a PowerPC system.  So this "emulation" only
requires some clever hackery to supply the Mac OS 9 APIs in OS X.
If Apple chooses to drop support for it, there are still projects like
MOL (Mac on Linux) that could be ported to Mac OS X and provide support
for it indefinitely.
