Sure it can -- it's just not configured to by default.  The default 
settings are such that it opens a "rich text" window, for which you can 
only save in RTF and Word format.  You can use the Format > Make Plain 
Text command (cmd-shift-T) to change the window type, whereupon you 
will see the window title change to "Untitled.txt".  Saving this window 
results in a plain text file; if you do File > Save As... you can 
select the character encoding (defaults to MacRoman).  To change this 
default setting, visit the Preferences window and click the "Plain 
Text" radio button.

I know this is not obvious; I'm not defending Apple (although arguably 
the average Mac user wants rich text rather than plain text).  But I 
wanted to correct the misstatement.  (I let it go the first time but 
couldn't resist this time; sorry, Chris.  I'm sure it's handier having 
a text editor window inside MultiMode.)  Hope this helps some people.
