  Permission is one thing, and it would be granted in the form of open 
dialogue in terms of the protocols and how it operates. If they provide 
either well documented information on the protocol or perhaps some 
sample code as a starting point, then you'd cover all the bases... 
They'd be saying "We don't mind that you work with it" and providing 
the framework from which to do that work.

  However, reading the rest of the thread, it appears that James already 
has a good head start on this. Having any non-programmers contacting 
them regarding this, or anyone who isn't serious about taking it on, 
will probably only lead to a negative for the long term anyway as it's 
just an annoyance at that point, nothing would come out of it.
