In the Utilities folder, open Disk Utility. Select your hard drive
volume on the left, and the "First Aid" tab on the right. Then select
the "Repair Disk Permissions" button. Then go for a cup of coffee.
Permission repair should only be done on the boot disk. Don't boot from
CD and do it.

Sounds like a good reason to not use NUM.
(I'm sorry, I became disillusioned with NUM after the HFS/HFS+ OS 8.1
fiasco, and I've never let it close to a drive of mine since).

Good possibility.

My utility of choice the last couple of years has been DiskWarrior,
from Alsoft. I use that and Disk First Aid in Mac OS 9 or Disk Utility
in Mac OS X, which come with the System. If I encounter a problem that
can't be resolved using them, it's time to re-format the drive.
