[Ham-Mac] Update on the ARRL Logbook of the World (LoTW) electronic QSLing project

In looking a little bit closer to section 2.3.3 I note that the library 
also supports transmission and reception of data with the server.  So, 
it seems that the programmer will be mostly concerned with the 
interface elements.
