Ditto on the comment from Steve Muncy....you will need a TNC for packet.
Having been there and done that (HF Packet WAS #5) my advice is to find out
who is using packet in your area and visit for some test drives. HF packet
was good a few years ago but is not really being used very much today. HF is
old time RTTY and some of the newer PSK31 modes. VHF packet that used to
be dominated by BBS operations seems to have shifted to APRS and this
required different software.
